Warkworth housing being reshaped to revive community

An hour east of Toronto, the Northumberland Hills are sprinkled with villages of Victorian-era homes, antique shops and quirky cafés. Occasionally a well-heeled escapee from the city chooses a hilltop site overlooking a pretty valley and builds their dream home in the country. But there hasn't been much concentrated construction lately, beyond Northumberland County's lake-hugging communities of Port Hope, Cobourg and Brighton.
