Hyman: Highrise allowed to limit number of dogs in a unit

Q: Seven months ago, I purchased a loft unit in a highrise building. I was unaware of a rule that specifies that there cannot be more than one dog in a unit. The directors maintain that they are obligated to strictly enforce the rules. Are they? Is the rule valid? If so, how can it be changed?
