Chopping trees could be costly

Q: We own a 1/10th share of a cottage in a condominium fractional ownership development. One of the other owners of our cottage has removed a large number of trees and shrubs from the common elements separating the cottage from the water. He did not request board consent despite repeated newsletter articles stressing the need for board approval. Can the board fine him or hold him responsible for the cost of replacing the trees?
