Owner not required to do certificate pickup

Q: The management company for our condominium requires a certified cheque or money order in the amount of $100 for a status certificate and will not accept cash. Further, they refuse to send the certificate to the condo but require us to go downtown to their head office to pick it up. That is particularly difficult as their head office is only open 9 a.m. to 5 p.m. Mondays to Fridays. Are the management company's requirements proper?
